Personally speaking, scholarship would be the best one to attract new students.

First, offering scholarships makes it possible for a large amount of students to be able to pursue their further education. To be more precisely, in collage , students have a hard time covering all the cost like tuition fee, textbooks, and accommodation bills . This money could solve a big problem for them.

Moreover, providing scholarship means that the university recognizes students hard work ,which is a huge attraction to them. Because they would be more motivated to get involved in this school which cares for them and likes them.
